Todd Meierhenry
Todd V. Meierhenry is a distinguished public finance attorney and the head of Meierhenry Sargent LLP’s public finance practice. Since 1987, he has served as bond counsel to virtually every type of governmental entity in South Dakota and is widely regarded as one of the state’s leading authorities in public finance law.
Todd’s public finance practice encompasses the full range of municipal and governmental financing structures, including general obligation bonds, utility revenue bonds, sales tax bonds, tax increment bonds, special assessment bonds, economic development bonds and notes, lease-purchase agreements, and certificates of participation. He has acted as bond counsel for numerous municipalities and school districts, including serving as bond counsel for the largest school bond issue in South Dakota history. His experience also includes 501(c)(3) financings for colleges, hospitals, nursing homes, and other nonprofit institutions.
In addition to his bond counsel practice, Todd serves as general counsel to the South Dakota Building Authority and the South Dakota Education Enhancement Funding Corporation, where he plays a central role in statewide infrastructure and educational financing initiatives. His work has had a lasting legislative impact, including drafting legislation creating South Dakota County Improvement Districts and the Ellsworth Development Authority, as well as significant revisions to tax increment financing statutes and municipal special assessment laws.
Todd has represented clients in high-profile matters, including serving as counsel for the Hyperion Energy Center in the largest zoning hearing in South Dakota history, where he successfully advocated for a zoning change before an audience exceeding 500 attendees.
Beyond his legal practice, Todd has extensive experience in the title insurance and real estate industries. Together with his late father, Mark Meierhenry, he founded Dakota Homestead Title Insurance Company and Stalwart Insurance Company, both South Dakota-domiciled insurers. He and his family also hold interests in 16 title companies across the state, collectively handling approximately 49 percent of South Dakota’s total real estate transaction value.
Todd is an active commercial real estate investor and developer, with properties located in Sioux Falls, Rapid City, Pierre, Mitchell, Huron, Brookings, and Parker. He has been involved in commercial real estate development throughout South Dakota since the late 1980s.
