South Dakota Building Authoirty The South Dakota Building Authority (the "Authority") is a body politic and corporate and a public instrumentality of the State of South Dakota. The Authority was created to provide low cost financing for buildings owned by the State of South Dakota. The South Dakota Building Authority is committed to facilitating the financing process and ensuring its integrity. The Authority also administers the Conservation Reserve Enhancement Program (CREP). The CREP program is an extension of the Federal Government’s Conservation Reserve Program (CRP). CREP advances land owners the present value of their future annual CRP payments in a lump sum. Education Enhancement Funding CorporationThe Education Enhancement Funding Corporation (the "Corporation") is a special purpose corporation and is a instrumentality of the State of South Dakota. On November 23, 1998, attorney generals in 46 states (inlducing South Dakota) and the four largest tobacco compaies settled litigation and entered into a settment agreement, refrered to in the industry as the master settlement agreement (MSA). The agreement provided for annual payments to states in exchange for release of future smoking-related claims. The Corporation was formed to (1) purchase the Tabacco Settlement Revenues in the MSAfrom the State of South Dakota, (2) issue bonds and (3) to do any other acts and things necessary to carry out the intent of its authorizing act. On September 24, 2002 the Corporation issued $278,045 Tobacco Settlement Asset Backed Bonds of which $148,505 were taxable and $129,540 were tax-exempt. The proceeds of the bonds were used to purchase the Tabacco Settlement Revenues from the State of South Dakota. The State of South Dakota placed the money in the Educational Enhancement Trust Fund.
